So the program has a website and info that has just been released:

BC Soccer

What are your thoughts on this?

The one thing that sticks out for me is the need for a 90 minute presentation at a club. Surely BC Soccer could create an online presentation and not have to pay 3 separate people to conduct throughout the province in-person?

I am sure there events of last summer have a lot to do with it. It is much needed, it should mandatory though , failure to participate should result in a not in good standing status, and possible membership being revoked. In other words you must participate to be a BC Soccer member. Hopefully once we get into stage 2 and stage 3 the technical requirements increase , this is an opportunity for BC Soccer to create consistency in how grassroots development happens in BC,

Having a Charter is fantastic. It only means something if it's enforced. Apparently it's optional. That's fine, you can't force anyone to participate. But, the consequence for not participating must be revoking status to participate in BCSPL, MSL, Div 1 all the way down to Div 4. If not, a member should only be allowed to provide House/Rec level teams and only compete against other non-charter members. Otherwise what's the point in having standards?

The first stage appears to be about governance. This is great! Truly, it is good because it's the foundation from which technical standards can be developed and enforced. I don't know what Stage 2 and 3 will encompass but I suspect will be about training methods and then about staffing, or vice-versa. Actually, you can't have training methods/standards without the staff/education so I suppose stage 2 will be about staffing.

Through a standard charter you can also then start to really enforce playing and technical standards at the MSL level, and by virtue of this likely/hopefully reduce the number of teams actually in the MSL - it's too large and watered down.

Div 1 is fine. You can have multiple divisions all at equal level there. But MSL is supposed to be a higher standard and as such participation should be limited. A charter should help to make that limit a reality.

Stage 2 and 3 will not exceed what has already been established for BCSPL.

Club Charter seems like a good idea and like TKBC says it is really only good if enforced.
BC Soccer will probably have a phased in approach so to really get ALL clubs to participate. I envision that clubs that participate and fully support will grow/develop while creating a culture that adheres to the BC Soccer standards rather than standards set by those few who have their own personal/group agenda's.

I personally would like to see MSL and Div 1 move into the current High Performance pathway and everything currently called Div 2 and lower be the grassroots/community pathway. I would then expect to see higher standards for coaching and development for the high performance pathway vs the grassroots/community/recreational pathway.
This would allow non BCSPL clubs to still offer high performance pathway and training, I ultimately would like to see SPL franchise's be standalone from current clubs though that may not help the costs...

Agree with above comments....it's a great idea that could turn into a waste of time if not enforced. Enforce it, and put consequences in place for clubs that opt out. It does have some great promise, but until it's in action...hard to tell what difference it will make.

I agree. Div 1-MSL-BCSPL should all be under the same banner, with an increasing level of standards as you move through the ranks. BCSPL should be closed to 8 clubs. I agree with the model for BCSPL in theory, but it will only thrive if MSL and Div 1 are brought into that model. Plenty of BCSPL level players in Div 1, and even more MSL level players in Div 1.

Exactly.it would change the standard for all three levels

Yup. I say by year 3 if teams are not following the charter they can't compete in the various competitive divisions, depending on how much of the charter the teams are in compliance with. Say you are less than 100% compliant - can't be BCSPL. Less than 75% compliant, can't be MSL. Less than 50% compliant can't be Division 1. etc. Then by year 5 you increase the percentage teams need to be in compliance so that by year ten if your club isn't 100% compliant your club can't be in any competitive division. Maybe this is too simplistic or harsh. But I don't think so. My guess is the charter will be very good - the first stage is superb.
