I too think the rules should change. Open up and see what happens. Let the best rise to the top. Let the chips fall where they may. The argument from those involved in BC Soccer is always that academies are just in it for the money. Of course they need to make money to paid for coaches etc...
The district registrars have an ID card for everyone registered. They would have a record/data on all so a Silver to Gold, Gold to Metro etc. Is no problem. I think 'out of district' players can only move if they did not register in thier district first I think.
BCSPL is considered a higher level of play than Metro so the same rule applies for the U15 player. They would not be able to 'permit down'.
It would be hard for a BCSPL registered player to get away with playing a Metro game if ID cards are checked by referees before games. Which is standard...
I know MSL wanted to have a maximum of 12 teams I believe. A few clubs were originally denied by MSL but appealled directly to BC Soccer and got in from what I heard through the grapevine.
